Board Members are elected at large by the voters of the District to four-year terms of office and, as a Board, represent the entire District. The Board of Trustees acts as a unit; an individual member has no authority to act alone.

The Board chooses and employs a Superintendent of Schools to administer the educational program within controlling laws and local district policy which is set by the Board. The Board acts upon recommendations made by the Superintendent, including ratification of the employment of staff.

Each year, a non-voting student representative also is selected by the student body to serve on the Board.

LEGAL AUTHORITY
The Board is responsible to the State of California and to the local citizens for providing an educational program for District pupils in grades nine through twelve. Its actions must be in conformity with the following:

1. The Constitutions of the United States and the State of California.

2. Federal and California statutes and court decisions.

3. The California Administrative Code, Title V, Education Code.
(Rules and Regulations of the State Board of Education).

Regular meetings are normally held at 7:30 p.m. in the Board Room at the Education Center on the first and third Tuesday of each month, unless otherwise scheduled. (The Education Center is located at 1051 West Bastanchury, Fullerton.) Special meetings are called, when necessary, at a time and place announced in advance.

All regular and special meetings are open to the public. However, on some occasions during these meetings, the Board may meet privately in closed sessions as provided by law.

Meeting minutes record all actions taken by the Board. Once adopted, these minutes are public records and are available for review at the Education Center and are on the District Web site.

Copies of full Board of Trustees meeting agendas and backup materials are available for review at all District sites and at the Fullerton, La Habra, and Buena Park Libraries prior to Board meetings.
